scratch tries to access /dev/dsp when pulseaudio is not installed

Bug Description
this is currently with lubuntu 13.10 64 bit but the problem is in the present code. currently to deal with sound, /usr/bin/scratch checks if pulse is running and if it is, passes the -vm-sound-pulse option to squeakvm. the fall back is to use /dev/dsp, which is the option -vm-sound-OSS. at least another option i know of is -vm-sound-ALSA. i don't know of ubuntu using OSS, so i think you can safely assume ALSA. that being said, the attached patch should fix it up. i'd like to check if alsa is running, but i don't know of a good way to do that.
