Chromium 34 no longer uses system title bars and borders by default

Bug Description
Ubuntu chromium-browser packages < 34 used to default to using the system title bars and borders.
Updating to chromium-browser 34 lost the setting, and I had to manually change it back.
Perhaps the setting changed location?
