[nonblockswap] really fast power button strike/screen on/off doesn't lock

Bug Description

testing against silo3 for non-blocking eglswapbuffers

1. launch an application, before it opens do #2
2. rapidly strike power key to elicit off/on in sequence
3. you will experience the app still in view <- would expect lock

after discussion on irc
" I bet it's because of the fix for the focus-dialer-app-in-greeter bug
 we unlock when we receive a "focus" request" so if the user locks before the app appears and issues that request, we'll unlock while screen is off"
, this will actually be addressed by the split greeter work.
