Language & Text lost the settings when upgraded from stable to devel

Bug Description

Steps to reproduceː

1. Flash the latest stable saucy image to mako
2. Open the Language & Text Settings from system settings
3. Change the Display Language to some other language e.g. if it is English (US), change it to British English.
4. Exit the settings
5. Upgrade to devel (trusty)
6. Open the Lanugage & Text Settings
7. Observe that Display Language is changed to the default.

that was a one time issue on an old version
