Control center should not depend on indicator-bluetooth

Bug Description

I have system without bluetooth and whole bluetooth stack was removed from my PC for years.

However, after some latest updates I've found it installed again.

I believe it's because of unity-control-center since nothing else blocks removal of bluez package.

$ sudo apt-get purge bluez
Reading package lists... Done
Building dependency tree

  bluez* gnome-bluetooth* gnome-user-share* indicator-bluetooth* unity-control-center*

Thank you for your bug report. The settings include bluetooth controls which are making the depends needed at the moment. If somebody is interested to work on patches to make the depends optional, and handle those cases at runtime, that could change though

gnome-control-center includes bluetooth control as well, but it doesn't depend on indicator-bluetooth, only on libgnome-bluetooth11.
