Bounce processing notifications can be sent in the wrong language.

Bounce processing and perhaps other notifications can be sent to the list owner in the the language of the last user notice instead of the list's language.

There are other issues as well. For example, if the list's language is English and a user's is French, and the user is unsubscribed from the Membership Management... -> Mass Removal page with both notices Yes, the admin notice is French and the returned web page is French.
