[nailgun] ensure os vg group single disk usage on ubuntu

Due to some limitations ubuntu cant use more than one disk for root partition.

It is required to add validation for nailgun, in order to prevent possibility of such configuration in nailgun.

Please clarify what should be said in Release Notes. Is this for Fuel Master or for slave nodes? Does this mean no RAID support?

This is for slave nodes. It means that in Disk Configuration screen, you should not choose more than one disk for Base OS allocation. Otherwise you will face an issue like #1317966. I bet we had this in release notes previously.
