If the cert transport is enabled, there's no UI element to save the xml locally

The save locally option is only available with the default checkbox-gui, when the certification transport option is enabled via the launcher profile, only a button to submit to C3 is visible. The only local copy will be in /tmp but it's 1) ephemeral and 2) not obvious for the tester.

I think a good solution to this will be to save the xml report at the end of the test run, in the location specified in the config. Then mention this location in the submission dialog. We could also have an additional button to 'Save As..' the XML to the users preferred location.

Can we reduce the Importance of this? The XML report does get saved when you submit to the cert site, so it will be created. You just can't save it to a preferred location. This is more like a usability issue than a critical functional issue.
