Trusty Desktop amd64 20140415

TEST CASE (not reproducible):
1. OEM Installation in english
2. End-user setup in German

ACTUAL RESULT
After login, the end user is not notified that language support for German is incomplete (bug 1307983).
This crash occurs when going to 'System Settings -> Language Support'
