Murano tests fail on Centos deployments with neutron

Steps to reproduce:
1. Deploy master node
2. apply review https://review.openstack.org/#/c/86926/
3. Deploy simple and HA clusters with ceph / neutron(both GRE and VLAN) and murano
4. After deployment finishes with success - run ostf

Expected:
Tests are passed

Actual:
Tests failed without message with bad request messages and errors in logs:
