juju upgrade-juju --upload-tools does not honor the arch

Bug Description

In a similar vein to: bug #1282869

Because of bug #1304407 when bootstrapping I didn't realize I got an i386 instead of an amd64. Bootstrap was happy because it could use the available tools. However, to test upgrade I ran "juju upgrade-juju --upload-tools" in order to test with trunk.

However, my local machine is amd64, and upgrade-juju was perfectly happy to upload the amd64 tools, and mark the environment as "should be upgraded", but no tools were available for any of the agents.

After discussion with John, we decided this is enough of a corner case to remove from 1.18

--upload-tools is being deprecated. As part of this work, a lot of changes have been done in the area for Juju 2.

If you have further concerns, please file them against "juju" with newer logs.
