[devops] Recheck no bug doesn't retrigger Fuel CI

OpenStack Infra has an option to retrigger Jenkins build if you provide "Recheck no bug" in gerrit commit.

Currently it retriggers only Infra's Jenkins, but it has no effect on Fuel CI. We need to configure it somehow.

Foe recheck to work we need to use patched Gerrit Trigger plugin, similar to https://wiki.openstack.org/wiki/Arista-third-party-testing

Gerrit Trigger does support trigger on regexp in comment now, and we can use this functionality on Fuel CI, so let's add theis to all light tests (those with verify-* names)

Run job on recheck|reverify comment in gerrit

RegExp has been taken from Zuul configuration.
It is placed at global.yaml as a value of
gerrit_trigger_on_recheck_regexp property.
Job templates take list of triggers from projects now.
There is an alias defined in project to pass dictionary
via the python list to configure comment-added-contains-event
gerrit trigger.
To process all of the verify jobs, some of the jobs definitions
have been converted to job templates.

It is implemented to have possibility to retrigger
Jenkins jobs on recheck|reverify magic words for sure
as it is done in OpenStack Infra.

was never re-triggered by the recheck comment published
