[docs] Lost in documentation for devops framework

There are a few places with documentation for devops framework:

This needs to be fixed ASAP, as only a few people in Fuel team can now understand and run devops / system tests.
My suggestion is to use http://docs.mirantis.com/fuel-dev/devops.html as source of trusted info, remove all other docs, and simply refer to that single source of information.

Let's also verify that instructions are actually working for clean env. There were some issues in setting up env for python engineer, so let's double check that please.

Igor, fix committed is automatically set by Infra, only when patchset lands into master. Unless it's in master - it must be in "in progress" state, if there is a patch on review.
