Bug Description

Steps to reproduce:

1) Install 1.3.4.6 version of windows cli
2) Create a network New-Network "test1"
3) Create a second network New-Network "test2"

Actual: Seeing errors when Attaching Router to new network test2 "New-Network : {"QuantumError": "Bad router request: Cidr 11.0.3.0/24"

Expected: Two Subnets should not be created with overlapping Cidr

The current code base in the OpenStack-dotnet sdk/api does not support networking. At this time only a subset of the storage API's have been implemented. This bug is referencing the old wincli code base with is obsolete, and no longer valid.
