Bug Description
Steps to reproduce:
1) In Windows cli Release 1.3.3.9 copy a file with file size 2.9 GB or above.
Observation: Error Copy-Item : Value was either too large or too small for an Int32 error displayed immediately.

This bug was referencing the older wincli code base. I was unable to reproduce this issue on the new openstack-
