Bug Description

Assume /etc/environment holding

PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"
ftp_proxy=http://proxy:8080/
http_proxy=http://proxy:8080/
https_proxy=http://proxy:8080/
gopher_proxy=http://proxy:8080/
no_proxy="127.0.0.1, localhost"

Since /etc/environment seems to be ignored since yesterday (10th, Apr. 2014), and no other global proxy definition was enabled, it is impossible to define proxy variables early while booting the system. In tune various things fail later on, including updates, because there is no internet access without using a proxy.
