Hot keys do not work (Fedora 19)

Bug Description

Hi,

I have difficulties with Inkscape in F19. None of <Cntrl-Z>, <Cntrl-C>, <Cntrl-V> etc. is working. In other applications everything is OK. <Cntrl-left>, <Cntrl-right>, <Cntrl-up> and <Cntrl-down> are working.

Does anybody know what can be reasons of the issue?

Inkscape 0.48.4 r9939 (Dec 18 2012)
Xfce 4.10
Fedora 19 i686

Hi alex!

does the control modifier not work for other things as well?

When you resize holding down the control key, does it constrain the object as expected?

Does Control + Arrow keys move the pan the canvas around?

More questions:
- Do other inkscape keyboard shortcuts work? For example 'R' for the rectangle tool, or 'S' for the select tool, or 'Shift+Ctrl+F' to open the 'Fill and Stroke' dialog …
- Are default keyboard shortcuts displayed in the top-level menus, or in the context menu?

Brief report of few short keys operation:

Control + C/V/Z/F/W/A : failed
Control + Left/Right/Up/Down: success
Control + Shift + F/A/T : failed
Control + Mouse wheel (zoom) : success
Shift-3 (#) : failed
Shift-5 (%) : success
Shift-Left button : success
+,=,- : success
1,2,3,4,5 : success
n,w,e,z,r: failed

Also pressing Control has effect on prompt bar. After pressing Control I see following message:
   Ctrl:click to select in groups. drag to move hor/ver

Are default keyboard shortcuts displayed in the top-level menus, or in the context menu? -- I do not understand the question, but if you mean menus on File, Edit, etc. tabs the default shortcuts are displayed.

Do you happen to use a non-latin keyboard layout?

(it seems that bug #1226962 also affects Fedora)

Yes, I have been using cyrillic layout. When I switched to US international problem have disappeared.

I have the same issue in Arch Linux.
I have tow keyboard layouts( English(US) and Persian(IR) ) but none of theme works with inkscape.
