Bug Description
When running the integration tests (either with tests/run.py or run-tests under a venv), we end up leaking floating IPs on hp cloud (with firewall-mode: global).
We also probably leak secgroups if we don't use firewall-mode: global but I don't think we do that anymore.

We don't use hp cloud anymore and probably won't in the foreseeable future.
