[Bravo] Creating new network with asu set to 0 shows adminstateup as true

Steps to reproduce:

1) Install 1.3.5.1 version of windows cli
2) New-Network "private-net1" -asu 0
3) Network is created with adminstateup as true, without creating subnet, router and other dependencies.
4) New-Network "private-net2" -asu 1
5) Network is created with adminstateup as true, creating subnet, router and other dependencies.
6) Do ls to list the networks, and observe adminstateup metadata.

Expected: If network is created with admin state down adminstateup metadata should display false

Acutal: adminstateup metadata is displayed as true.
