Greeter fails to appear at boot. LightDM must be restarted every time.

Bug Description

System boots to a black screen with mouse cursor. The logs show that the greeter has been started but it does not appear. If you restart lightdm everything functions normally. This happens at every boot. I have an SSD drive so I know it has something to do with trying to start before something is ready. The X server starts correctly because I am able to move my cursor across all three of my screens. I tried adding a PreExec script that sleeps for 10 seconds before starting lightdm but the result was the same. I then added 5 more seconds sleep to my display setup script, still no change.
