Bug Description
I have observed two issues with BootNext handling in the ARM Bds:
* The BootNext option is executed before ConsoleInitialize
is called. This leads to a crash if BootNext is a PXE boot. The
PXE boot stack tries printing a '.' to console.
* The BootNext variable is supposed to be a one-shot option,
but it only gets removed if the attempted boot fails.
