Kubuntu falsely shows ttys in use

Bug Description
In Kubuntu Feisty, inside of the K Menu -> Switch User list, TTYs that are no longer in use still show as in use. GKrellm also shows an incorrect user count based on this, though the 'users' command seems to give correct output.
Steps to reproduce:
1.) Switch to VT1, login.
2.) log out.
3.) Switch back to VT7
4.) Go to K Menu -> Switch User, and observe that VT1 is still listed as in use.
This is using Kubuntu 7.04, with KDE 3.5.7.
