yum install iptables-services fedora/rhel7

In the latest versions of Fedora and RHEL7.0 the rpm iptables-services is required

Found in:
openstack-packstack-puppet-2014.1.1-0.10.dev1045.el7.noarch

If it is not installed the following error will occur.
