Isis isn't released yet, so out of curiosity what are you actually running?

Do you have Ubuntu overlay scrollbars?

What version of gtk are you using?

Changed in egtk:

Well, I know Isis isn't released. I have installed an iso from sourceforge (elementaryos-unstable-amd64-20140126), I have installed the updates that came out when I ran: apt-get update; apt-get dist-upgrade, and the black background appeared.

I think overlay scrollbars are enabled.

About the gtk version, I think it is the latest. I use the elementary-daily repo for trusty.
