soup_cookie_applies_to_uri assertion fails

With libsoup 2.40, the cookie permission manager enabled, and a specific policy set for some domain, Midori prints "(midori4:12003): libsoup-CRITICAL **: soup_cookie_applies_to_uri: assertion 'uri->path != NULL' failed" on startup once for each policy. This is because we create a SoupURI without ever setting its path (though that path should indeed be irrelevant to determining which the cookies apply).
