Keyboard shortcuts do not function

Bug Description

I have 3 keyboard shortcuts created in the Shortcuts tab under the Keyboard pane in System Settings. They do things like Task Manager (Ctrl-alt-del). This used to work in Quantal, but now does not work in Saucy.

Thank you for your bug report. What desktop environment do you use? Could you describe exact steps to trigger the issue?

I'm not entirely sure what you mean by desktop environment, but I use a Lenovo ThinkPad X301 with Ubuntu 13.10 (upgraded from 12.10) installed using Wubi.

To reproduce the issue:
1. Create a new keyboard shortcut in System Settings.
2. Set a keystroke for the shortcut.
3. Press the corresponding keys.
Nothing will happen.
