Notification bar keeps popping up due to tool tip

Bug Description
First, let me explain my setup:
2 monitors, 1 is VGA and the other is DVI
The monitors are NOT mirrored.
Now then.
Whenever I watch a movie in VLC (Not sure if this only effects VLC) on the secondary monitor (Monitor that does not display the task bar) in full screen and I get an email or I highlight something in another window on the primary monitor (With the Taskbar), the notification bar appears for a brief moment on the secondary monitor and it gets really annoying and interrupts the movie.
Ubuntu: 13.10 (x86_64)
Unity: 7.1.2
