Turn Screen off when inactive Fails When in Locked State

After locking my desktop, my monitor never turns off. After a lock, it no longer honors the settings specified at:

All Settings > Brightness & Lock > Turn screen off when inactive for: x minutes

This has remained an issue ever since the developers changed the way Ubuntu looks during a lock. It looks better, but now ignores screen-off settings.
