Display health status instead of power status on Nodes overview page

Bug Description

Currently if nodes are down, it doesn't mean that there is some problem, they are just powered off. Fix the info to reflect health status (probably instance in error state is the bad health).

Also the link should point to the filtered list of nodes (not general list)

    Health state improvements

    * Display health instead of power state on the node overview page
    * Consider a node as healthy if it is not in the 'error' or 'deploy
      failed' states.
    * Add filtering by health state - clicking the link of nodes with
      errors only display those nodes (it used to show all nodes)
