installing a downloaded deb in software center fails

Bug Description

Among others, the sublime3 deb file fails to install.
The deb file is opened in software center and when install is pressed, it fails with Package operation fails.
When I do this on the command line, it installs fine:
sudo dpkg -i sublime-text_build-3059_amd64.deb

I am running the 14.04 beta 64 bit version.

also fails with all updates run up to this moment.
This time I tried teamviewer 9 deb 32 bit/multiarch.
First time pressing install it ran from /tmp and complained about permissions may be wrong.
Then downloaded it and doubleclicked in nautilus. pressed install in software center and then it seems to install stuff (like gcc?) and fails in the end.
Another press on install just shows "Package operation fails" now.

Now from the commandline: sudo dpkg -i teamviewer_linux.deb just goed without complaints and TeamViewer is installed.
By the way, the 64 bit version fails on dependancy lib32asound2.

It looks like the same problem behind it indeed.
Just a bit different approach.
There is also another link in that one.
I hope someone picks this up, for normal users this is really annoying.
