LyX table using multicolumn/multirow renders borders incorrectly / erratically

I'm attaching a LyX file with two tabular environments.

The first renders incorrectly (see also compiled PDF). There is a vertical line missing on half of the left of the first cell.
That line should go all the way to the bottom of the cell.

If I simply delete one of the rows later on in the table, eg the bottom one, the problem magically goes away!

I see this bug only now, and it is unfortunately still valid.
This is now tracked on our side as:

 I'm not sure how notifications are supposed to happen. I guess back then I thought the idea of having a single point of reporting at the OS level was a great feature... so I left even the work of reporting upstream for someone else.

If we had a dedicated ubuntu maintainer, it would not have been a bad choice, but we mostly rely on the debian port.
