alt-tab window switcher does not work if the window is fullscreen

Bug Description

as i said the alt-tab window switcher does not work if the current window is a fullscreen one,basically the fullscreen game stops taking input after initiating the alt-tab sequence and neither do we see a window switcher this is especially critical as now steam games are starting to arrive on ubuntu and gamers expect alt-tab to work even if games are fullscreen since they come from a windows background. also gamers press alt-tab fairly frequently when they can't figure out what to do next in a quest to search it on web.
