creating a new ir.rule from res.group will set the rule as global

Go in Settings -> Users -> Groups

Open a group, let's take Lunch / User
Go in Rules tab and click add in edit mode

Create a new rule test lunch from there on model product.product.

As it should be in context you shouldn't need to add a group. And it will add the group for you.
Save the rule and save the Group

Result:
The rule disapear from the group and if you go in Settings -> Technical -> Security -> Record rules

And open your rule test lunch.

What you get is a global rule with a group

What I expect:
The group is added to the rule and the rule shouldn't be global
