Bug Description
Steps to reproduce:
1. Create IDH 3.0.2 cluster with custom parameters (or with swift enabled)
2. Scale cluster
Expected behavior: cluster parameters are in place
Observed behavior: All cluster parameters are default

Andrew, the following your commit fixes the issue:

The fix will come into Sahara Icehouse release. Exactly that release is going to be shipped with Fuel 5.0. So no reason to track this bug here.
