Health check is fail positive for the network tests

Neutron with GRE.
non-HA
CentOS + new experimental kernel 3.10

GRE tunnels don't work completely:
  - VMs don't receive network configurations
  - after manual assignment IP's on the nic:
      -- VMs can't get connection to/from anywhere, except other VM on the same compute.

I got the success for the almost all health check tests (except Savanna).

It is absolutely unclear if this a FUEL bug or, for example, diagnostic snapshot. Please, provide more information on the environment and diagnostic snapshot also.

What Neutron network did you choose for the VM? There are two networks. To get a connection outside, you would need a network with L3 router.
