Bug Description

The issue where GNOME apps have a menu with the "X" icon seems to originate in the icon theme. Other icon themes show a circular icon instead of the x. Attaching screenshot of the issue.

This is definitely a bug in Gtk. They're asking for "process-stop-symbolic" instead of an icon that makes sense like "view-more-symbolic"

Should a patch be added to the packaging that creates symlink(s)?

we have a "process-stop-symbolic" icon. It's the "x". What needs to be changed is the icon name that Gtk is using.

If we're going to carry a patch, we should use "application-menu" and make sure we're asking for LARGE_TOOLBAR size to make it consistent with Granite apps.
