Standing penalties not automatically removed after situation rectified

Bug Description

Evergreen 2.5.1
OpenSRF Version - 2.2.2
PostgreSQL Version – 9.1
Linux Distribution – Ubuntu 12.04

We have a user type that in called "Unverified". this user has a max checkout of two items. Upon returning the two items or changing the main profile permission group to "Resident" (unlimited checkout), the standing penalty "max checkout reached" remains on the patron account.

We are able to remove this penalty manually, but would much rather it be removed by the system once the condition is rectified.

I tested this scenerio / workflow to the best of my ability (I do not have the same permission groups on my staff client-so I recreated group structures similar to Deana's description) on version 2.5.3b. When testing the max checkout penalty, I encountered the same behavior. I did not test other penalties.

In testing this issue again with another library. I now think this bug may be a duplicate of https://bugs.launchpad.net/evergreen/+bug/979922
