add conf and log directories to astute RPM

Astute package should include all required files and directories required for launch
/etc/astute with permissions 750
/etc/astute/astuted.conf with permissions 640 with the default content:
broker_host: 'localhost' #AMQP server
broker_port: 5672
broker_username: 'naily'
broker_password: 'naily'
broker_queue: 'naily'
broker_publisher_queue: 'nailgun'
broker_exchange: 'nailgun'
#reboot_timeout: 120 # Wait for reboot request
#provisioning_timeout: 5400 # Timeout for target nodes to install OS

/usr/bin/astuted with the following content:
ruby -r 'rubygems' -e "gem 'astute', '>= 0'; load Gem.bin_path('astute', 'astuted', '>= 0')" -- $@

/var/log/astute with permissions 755
