CLI help text for "driver-list" is ambiguous

Issuing "ironic help driver-list" does not give a reasonable explanation of the use and purpose of this API. It merely says:

  usage: ironic driver-list
  List drivers.

    fixes help string for driver-list

    CLI help text for driver-list says "List drivers".
    But it will list only the enabled drivers.

    Hence the help text has been changed to reflect the same.
