Bug Description

In the Server Guide documentation let's ensure that we aren't suggesting to use:
- 'sudo service networking restart'
- 'sudo /etc/init.d/networking restart'

The usage of these for Precise and beyond is deprecated and dangerous, for example:

Shows bringing interfaces down and up correctly.

The recommend way is to use 'ifup' and 'ifdown' to bring specific interfaces up and down.

For 14.04, this was fixed. I have not yet found the duplicate bug report, but I think there is one.
