Bug Description
I search in the scopes scope, get a Recommendation, do a long-tap there, and the phone shows me a new page with the title of "Scopes Preview"... but it's empty!

With the fixes in the attached branch, the local scopes scope should replace the online "recommendations" results with its own ones, with proper previews and activation.
