SSHing is unnecessary in Rackspace::Cloud::Server

Rackspace::Cloud::Server frequently breaks due to the fragility of SSHing to a server, installing dependencies, and then running the user-data scripts. It's currently broken due to a pbr version mismatch that occurs while pip-installing heat-cfntools. http://paste.openstack.org/show/74395/

Rackspace Cloud Servers now supports config drive and the Rackspace images have cloud-init installed by default, so we no longer have to SSH to the Cloud Server to install dependencies and run the user-data script.

    Don't use SSH in Rackspace::Cloud::Server

    Rackspace Cloud Servers now supports config drive and the Rackspace
    images have cloud-init installed by default, so we no longer have to SSH
