add a stackforge theme and logo in oslosphinx

It would be nice for stackforge projects to use oslosphinx, but we can't currently as it inserts the official OpenStack logo.
Could we have a stackforge theme and logo?
I am not sure how do-able it is.

We could do with a logo file config option. Doug pointed me to an example here:

I think you can use oslosphinx for any project already, all you need is to redefine header block in layout.html, and put another logo and probably different links there.

Of course, it would be nice if oslosphinx had such thing out-of-the-box.

The patch above is for *incubated* projects, not stackforge projects.

stackforge　is deprecated, so I think we don't need this anymore
