MAAS overwrites DEFAULT_MAAS_URL on upgrade

Bug Description

I did an upgrade from MAAS precise <1.4+bzr1701+dfsg-0+1718+212~ppa0~ubuntu12.04.1> to trusty <1.5+bzr1977-0ubuntu5> and the DEFAULT_MAAS_URL in maas_local_settings.py was overwritten to the IP address of the first network interface in the VM used to test the upgrade.

LP suggested this could be bug 984309 but that was long fixed so I'm filing a new one.

This is actually invalid, the value was changed in /etc/maas/maas_local_settings.py config directly rather than using dpkg-reconfigure or setting the value through a seed file
