[background] needs updated design, since unity8-phone stopped supporting custom background images

The new unity8 stopped supporting custom background in session (on phone form factor at least). The rational seems to be that wouldn't work well with lenses/was impacting on the readability on their content.

We need an updated design since it doesn't make sense to have 2 images in the panel in that case.

Note that the greeter/lockscreen image is still customisable so the panel is still useful.

Is there a definitive answer on whether we are getting backgrounds back
or not?
