Option 'switch env' doesn't work in Application Catalog page

Bug Description

Steps to reproduce:
1) Log in WebUI
2) Navigate to Murano > Environments
3) Create two environments: env1, env2
4) Navigate to Murano > Application Catalog
5) Click on side panel Environment and switch env1 to env2

Observed result:
User can't choose another environment
