Rake not available to puppet-lint gate job

Puppet-lint gate jobs are failing with

rake lint

This may be related to the recent update to Rake that deprecated ruby 1.8.7 support.

I'm working on reproducing this (the underlying failure happens during the nodepool image build) and testing whether https://review.openstack.org/82817 solves it. If so, we'll force submit it in Gerrit to bypass gating (chicken-and-egg failure) and then update bare-precise images in all nodepool providers.

Deleting the newer bare-precise images from nodepool (so that subsequent nodes would be built from the previous day's working images) was enough to get the job succeeding again, so no need to force 82817 through after all.
