Bug Description
New style tooltips seem to have introduced a few bugs. Among them is this one with the volume panel applet. Try hovering your mouse over it until a tooltip appears, and then scroll your mouse wheel. You will find that the volume level shown in the tooltip is always one behind what it actually is. Try scrolling up and down in succession and you will see that when you scroll up, the tooltip shows it going down, and vice versa (though the actual volume adjustment works perfectly).
