Add midi learn support for 0x40 jog wheels

I can't even get the Wizard to receive any message, is MIDI learning broken?

I think the UI is just really, really bad. Firstly, we don't actually support jog wheels yet, that's why there's no option to configure one. But also, I think you're supposed to tweak the checkboxes *after* you configure a control.

We really need to redo this wizard, I might try to do that. At the very least it needs to be a two-window wizard. First window for "waiting to learn!" and a second for "ok I have learned that!" and the user can bounce back and forth between them.

RE: Having no jog wheels in ControlPickerMenu. Mixxx was unable to properly learn a MIDI jog wheel up until now so that's why there are no options in the menu :).
