Seems related to other bugs of similar nature (#1048161, #1252666, #1266970) although in my case this happend while being logged in KDE. It was either when I've put my computer in sleep state through closing the lid or when I powered it back on (wakeup). At wake-up time the crash window notifier was already there when I unlocked my session.
